I am currently using Clip Studio Paint on my Chromebook Plus comfortably. One thing that bothers me is the hardness of the pen. I have been trying to think of a way to solve that.
All you have to do is stick some cellophane tape on the tip of the pen, and you can draw softly if you draw lightly, and hard if you draw hard, so it's closer to the feeling of drawing with analog.
Chromebooks are inexpensive, come in 14 sizes, and allow you to draw large, so I hope more people will use them.
