Use the Ruler > Special Ruler > Radial Line to draw the explosion's shape.
Vectorize the concentrated lines.
Make the explosion shape a selection and cut it out.
Sharpen the tips using Line Correction > Correct Line Width.
Convert to a raster layer.
Apply Blur > Radial Blur.
