If you wanna make bubbles in the background of a piece look blurry while not making them look too out of focus, paint the general shape in white then lower the opacity and turn on the transparency lock, then use turquoise and magenta in softly on a new layer clipped to the shape you just made, then merge these together, then duplicate it, for the top one, use the chromatic aberration filter twice or three times at full strength, then lower the opacity to your liking, lower the opacity for the other layer, but less than the other one. Then paint some hard, bright, yellowish-white highlights on another layer, but make sure not to overdo it.
