Put the vertical and horizontal lines into a layer folder

You can select the layer folder and move the vertical and horizontal line layers together.

Control + click the folder icon in the layer list

You can use the border effect to create frame borders and speech bubbles.

When you add a layer effect to a folder, it is applied to the layers inside the folder.
