To be able to draw a kawaii eye you have to take into account that the bigger the eye, the more kawaii it will look. Now I will explain it in a simple way for you. First we will add the base color of the skin.

The next thing we will do is put the color in the eye, I recommend doing it on separate layers.

 

Since we have our chosen eye color, I recommend putting shadows on the eye. And add vibrant colors to make the eye stand out as kawaii.
