Finally, add horizontal lines like those on a video screen.

 

Select Window > Material [Basic] > Line > Solid Tone and drag it onto the canvas.

Open Layer Properties and set the Angle to 0. This will make the lines horizontal.

 

Adjust the screen frequency of the tone while observing the overall balance.

Duplicate the tone layer. Change the layer color to white.

Slightly shift the white lines using the Tone Move subtool for Layer Movement.
