My situation,

While I was drawing the face, I was enclosing the eyes, nose, etc. in a selection area and scaling it up and down.

 

Actually, there is a "center point" in the selection range, and there should be a "+" mark.

If the "+" mark is not located at the center of the part you want to scale, it will be slightly shifted.

 

To better capture the center point, display a grid and surround the selection with a rectangle rather than a lasso.The + mark will be able to locate the center point more easily, and when you zoom in or out, it will not shift easily. Masu.
