How To Make Magic Effects in Clip Studio Paint

 

First, make a glow effect using a brush of your choice. I'm using the default soft airbrush for this example.

Next, copy the layer and blur the one underneath using Filter > Blur > Gaussian Blur. You can have the blur effect be as strong or weak as you like.

Select the copied layer above the blur and set it to Add (Glow). This will give the magic a glowing effect which pairs nicely with the blurring effect underneath.

 

This process can be repeated with particles too.

 

Experiment with all sorts of different colours, shapes and layer effects to find one that you like the best. Have fun!
